Recap 2014-2019

Highlights

National level:

In 2015 we pioneered with user-centered design in public services and succeeded in co-creating video and sms service of 112 Emergency Services together with people with disabilities. This national emergency service won international awards for innovation.  In addition to meetings its key objective, the ripple effects were two fold: triggering recruitment of sign language interpreters in civil service on frequent basis, and becoming the only  means of reporting domestic violence by deaf without external assistance. 

In 2017 Foresight for policy exercise with the HRs from 10 government ministries was conducted to examine the implications of the introduction of the new Civil Code on the civil servants. The findings were in tune with the ongoing Public Administration Reform process as more time was provided to work on the low prior to approval. 

During its OGP chairmanship the Georgian Government presented its priority for working With People for People and OGP Global Summit 2018 prominently showcased UNDP Georgia government partners in public service innovation - ServiceLab and Rustavi Innovation Hub. 

National Civil Service Forum was convened in February 2020 to discuss the role of innovation in policy and service design in the times of crises. 

Municipal level:

Since 2018 I Stream is partnering with Rustavi City Hall. We are helping reverse engineer Polish experience of post-industrial cities and redesign the future of the Georgain post-industrial city.

 

Practically a test-bed for local governance innovation, and led by the small team of civil servants Rustavi City Hall  the city is piloting an action-based participation model at the local governance level together with Orbeliani platform  and the ecosystem of local and international actors: Future Laboratory, Forset, ServiceLab, Impact HubBehavioral Insights Team, Effect AI, Netherlands, Urban Workshop, Poland, MEPCO (International Advisory Centre of Municipalities), Czech Republic, Columbia SIPA, and local businesses: Santiari, Caucasus Pack, Clean World.

By 2020 Innovation team of civil servants participated in Urban Foresight for strategic visioning of the city, co-designed Rustavi local service center and street addressing with city residents, set up the first AI-powered civil servant C(ity) Bot in Rustavi for remote access to municipal services 24/7 during Covid lock-down, linked 47 schools and kindergartens, City Hall and 3 private companies to close the loop in plastic waste collection and processing, established a block-chain based employment scheme for youth, and piloted school-based entrepreneurial skills development helping students pitch their urban solutions directly to the Mayor's Office.
